Office of Refugee Resettlement : The Office of Refugee Resettlement (ORR) coordinates and implements the care and placement of unaccompanied children who are in ORR custody by reason of their immigration status. The majority of unaccompanied children come into ORR custody because they were apprehended by Border Patrol agents with the U.S. Department of Homeland Security (DHS) while trying to enter the United States without legal authorization. DHS may refer unaccompanied children to ORRs care which operates 24 hours a day, 7 days a week. 

 

Position Summary: The Regional Clinical Supervisor (RCS) reports to the Assistant Vice President of Clinical Wellness and works in alignment with the sites Program Director. The RCS oversees all clinical services at each program under their supervision. The RCS is tasked with delivering both program and clinical supervision to associates, ensuring compliance with BBS regulations, ORR Policy and adheres to Marsells leadership expectations.

  • Serves as a member of Marsells Center of Excellence by ensuring clinical best practice, process excellence and experience satisfaction throughout the enterprise. 

  • Collaborates with Program Directors to organize weekly Treatment Team meetings, ensuring that each minor receives thorough care from the multidisciplinary team. 

  • Ensures adherence to Marsells Clinical Competencies and that they are integrated into clinical practices and service delivery. 

  • Provides BBS Clinical Supervision to associates registered with BBS and ensures compliance with renewals. 

  • Supervises the Lead Clinician, who manages clinicians and behavioral specialists, ensuring that the Lead is equipped with the necessary skills to effectively lead and oversee the clinical team. 

  • Ensures that the Lead Clinician possesses the necessary clinical and managerial skills to lead a team.  

  • Provides the clinical team with treatment planning tools, and interventions, while maintaining fidelity to the clinical case management framework of ORR. 

  • Partners with Program Directors to facilitate weekly Treatment Team meetings to ensure each minor receives comprehensive care from the multidisciplinary team.  

  • Provides coaching, and guidance to clinical team members, ensuring they are equipped with the necessary skills and knowledge to perform their roles effectively.  

  • Monitors and evaluates the quality of clinical services provided within the region and identifies areas for clinical improvement. 

  • Conducts regular performance evaluations of the Lead and offers feedback on implementing disciplinary actions, facilitating hard conversations, and developing performance improvement plans when needed. 

  • Builds and maintains positive working relationships with internal and external stakeholders, such as referral sources, community partners, resource parents and regulatory agencies. 

  • Responds to mental health emergencies within the region, providing support and guidance to the lead to implement appropriate interventions. 

  • Ensures that clinical staff members adhere to organizational policies, procedures, and ethical guidelines in their practice. 

 

Supervisory Responsibilities: Directly supervises employees in the Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.  

  • Ensures team member evaluations are completed within the first 90 days and annually thereafter. 

  • Oversees staffing schedules and 1:1 supervision of all team members. 

  • Supervise, coaches, and mentors staff providing guidance to their work and learning including, when necessary, corrective/disciplinary action in a timely and professional manner. 

  • Provides BBS clinical supervision in associates.

Qualifications:   

  • Qualifications may be waived with written approval from the ORR Project Officer. 

  • Two years of supervisory experience. 

  • Two years of post-graduate direct service delivery conducting clinical interviewing, assessments, and individual and group counseling. 

  • Completion of 86 hours of pre-service training. 

  • Present at sites within the designated region 80%. 

 

Education/Experience:   

  • Masters degree in social work, counseling psychology, or other relevant behavioral sciences field in which clinical training is a program requirement. 

  • Must be licensed with BBS or BOP for at least 2 years. 

  • Must be an eligible BBS Supervisor.  

  • Experience working with children, and or at-risk families. 

 

Language Ability: 

  • Professional writing, business correspondence and procedural manuals. 

  • Ability to read, write and analyze business, professional, technical or government documents. 

  • English, Spanish, French, Russian. 

 

Work Environment: 

  • This is a twenty-four-hour residential facility at which minors receive various services. It requires three shifts to cover a twenty-four-hour period, which are subject to change.  

  • Noise level varies from mild to moderate.  

  • Predominantly indoor, with occasional outdoor monitoring or activities.
