THE CITY OF PORT HURON IS CURRENTLY ACCEPTING APPLICATIONS FOR THE FOLLOWING FULL-TIME EMPLOYMENT OPPORTUNITY:

INCOME TAX ASSISTANT I

GENERAL STATEMENT OF DUTIES: To perform a detailed review of and process City income tax returns and answer questions related to City income taxes. To prepare various taxpayer correspondence, assessments and reports required by the Income Tax Division.

SUPERVISION RECEIVED: Work is performed under the general supervision of the Income Tax Administrator.

TYPICAL EXAMPLES OF WORK: An employee in this class may be called upon to do any or all of the following: (These examples do not include all of the tasks which the employee may be expected to perform.)

  • Review City income tax returns for accuracy and compliance with the Uniform City Income Tax Ordinance. Analyze schedules for accuracy and reasonableness. Send correspondence when information is missing or additional information is needed to accurately process the return.
  • Enter and process City income tax returns using CityTax software.
  • Prepare taxpayer correspondence.
  • Enter and balance daily collections and process related reports.
  • Process refund checks and related reports.
  • Enter and process employer W2 forms using CityTax software. Reconcile withholding payments to the employer's W3. Send correspondence when issues arise.
  • Answer the telephone, assist taxpayers, and provide basic information regarding the Income Tax Ordinance.
  • Utilize various tools to determine compliance, including but not limited to TLO, assessor website, and Michigan state tape data. Interpret data to determine taxable income and prepare assessments based on findings.
  • Mail estimated payment coupons.
  • Use experience and judgment in determining how to handle current situations based on similar situations in the past.
  • Understand and be able to explain the Small Claims Court process to taxpayers.
  • Give suggestions for improving processes in the Income Tax Department.

DESIRABLE QUALIFICATIONS FOR EMPLOYMENT:

  • Knowledge and skill in using a personal computer, including word processing and spreadsheet applications.
  • Reasonable knowledge of modern office practices and procedures.
  • Ability to work well with the general public.
  • Ability to establish and maintain an effective working relationship with colleagues.
  • Ability to maintain confidentiality at all times.
  • Ability to understand and follow oral and written instructions.

  • Reliable and the ability to work independently.
  • Ability to perform multiple tasks accurately and efficiently, while under time constraints.
  • Reasonable knowledge and understanding of the City Income Tax Ordinance, forms and reports.
  • Ability to read and understand complex documents.
  • Ability to exercise professional judgment.
  • Experience in tax return preparation or courses in taxation.

An employee in this class, upon appointment, should have the equivalent of the following training and experience:

  • Graduation from an accredited high school.
  • Associates Degree preferred in Accounting or Finance or other related field.
  • Recent experience in clerical, bookkeeping or office work.
  • Recent experience in tax preparation.

Working Hours: Monday - Friday; 8:00 a.m. - 4:30 p.m.

Salary Range: $ 17.97 - $ 20.81 hourly
