Under general supervision, the Gender-based Violence Prevention Program Specialist at the Mayor’s Office of Housing, Community Development Division performs difficult and complex program planning and implementation work in the areas of community development, capacity building and grant management.
The Program Specialist will be responsible for the day-to-day operations of the Divison’s new Gender-based Violence (GBV) Prevention and Intervention portfolio that provides a holistic approach to addressing the diverse needs of adults and youth who are victims or survivors of domestic violence, human trafficking, and sexual assault through the following priority programs: Advocacy and Education, Crisis Lines, Emergency Shelter, Legal Services and Transitional Housing.
The Program Specialist will be responsible for working directly with community-based partners in managing the Division’s GBV portfolio and will include (but not limited to) the following priorities: daily oversight of the GBV nonprofit grant portfolio with services that best support impacted residents; support the GBV procurement selection process by reviewing and evaluating proposals; effectively communicating with grantees on a regular basis to provide technical assistance on program operations and reporting; drafting scopes of work with targeted outcomes that align with initiative priorities; regularly managing the collection and analysis of data to evaluate performance and impact; working in cohesion with MOHCD GBV Program Manager to align efforts with MOHCD fiscal, contract and data staff to best implement programming; and support leading a collaborative approach with multiple partners and stakeholders to collectively address the needs of victims or survivors of gender-based violence.
Essential functions for the Gender-based Violence Prevention Program Specialist include: managing the GBV portfolio which includes Advocacy and Education, Crisis Lines, Emergency Shelter, Legal Services and Transitional Housing services; working directly with GBV portfolio grantees to effectively deliver violence prevention and intervention services in a timely and effective matter; oversee and manage grant-funded activities and outcomes to ensure intended services are being provided; establish, nourish and develop strong working relationships amongst community-based partners to ensure a seamless and holistic GBV Intervention and Prevention program model; providing technical assistance and capacity building to community based organizations; developing and making recommendations regarding annual grant work plans (including performance measures) and operating budgets; regularly reviewing, monitoring and approving data entry and invoices; perform program monitoring and evaluating the effectiveness and impact of programs and funded projects with potentially multiple funding streams; support GBV manager on program- related meetings with community-based organizations, City departments and officials, and other key-stakeholders; annually preparing, reviewing and executing contracts and other necessary documents; makes recommendations on programming to management to help improve performance and impact; evaluates and reports on effectiveness of grant funded projects; and prepares reports and records as requested. The Senior Community Development Specialist at the Mayor’s Office of Housing will also perform related duties as required and assigned.
This position will report directly to the Gender-based Violence Prevention Program Manager.
1. Possession of a baccalaureate degree from an accredited college or university AND three (3) years of administrative/professional experience in community development, housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND two (2) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice; OR
3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; AND one (1) year of administrative/professional experience in community development, housing and /or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
4. Possession of a Juris Doctor degree from an accredited college or university AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.
SUBSTITUTION:
Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

Selection Procedures - Supplemental Questionnaire Evaluation (100%)
Candidates will be required to complete a supplemental questionnaire.
