LOCATION: 1790 Texas Eastern Road, Ragley, LA 70657
POSITION SUMMARY: Primarily responsible for ensuring compliance with all applicable Federal and State environmental, health and safety regulations and for providing EH&S support to area personnel engaged in natural gas pipeline and plant construction and operations. The area of responsibility will primarily include natural gas pipeline systems, compressor stations, treating plants, and meter stations.
ESSENTIAL DUTIES AND RESPONSIBILITIES: - Leads the in the review and communication of updates / changes to 49 CFR 191, 192 and 195 regulations as well as specific state pipeline EH&S requirements including Texas Railroad Commission (TRCC) and Louisiana Department of Natural Resources (LA DNR).
- Directs the development, review and filing of DOT/PHMSA reports and records including incident reports, safety related condition reports, and annual reports.
- Leads internal audits to ensure compliance with pipeline and plant EH&S requirements and supports/facilitates agency inspections.
- Oversees the public awareness program to ensure compliance with API RP 1162. Duties will include engaging the affected public through communication programs including the attendance at pipeline public awareness meetings with area contractors, emergency responders, and stakeholders.
- Communicates with and engages the Local Emergency Planning Committees (LEPCs) regarding pipeline safety and emergency preparedness.
- Works with the Compliance and Integrity Teams in developing action plans in response to pipeline risk assessments to ensure that appropriate preventative mitigation measures are taken. Where applicable provide input on the Integrity Management Plan (IMP).
- Participates in Operation & Maintenance procedure reviews and helps ensure overall compliance with the Operation, Maintenance, and Emergency (OM&E) Manual.
- Assists in the oversight of OQ compliance to ensure employees are qualified to perform required tasks.
- Assists the HR Department in ensuring compliance with the required DOT pipeline drug and alcohol testing program.
- Assures proper post incident review meetings are held and that any lessons learned are documented, effectively communicated, and followed up on as required.
- Provides general EH&S training support to company operations and construction personnel engaged in pipeline and compressor station/facility activities.
- Directs contract environmental and safety inspection staff on natural gas pipeline and plant/facility construction projects.
- Aids in environmental permitting and compliance, stream and wetland delineations, and storm water inspection programs.
- Provides assistance with hydrostatic testing including discharge and reporting.
- Liaison with federal, state and local agencies.
- Maintains detailed EH&S records for all projects and operations.
- Aids in SPCC plan development and compliance.
- Provides updates to EH&S plans and procedures.
- Provides onsite safety evaluations and direction when warranted.
- Ensures compliance with company Safety Policies and Procedures and provides recommendations for updates and changes.

EDUCATION, EXPERIENCE & MINIMUM QUALIFICATIONS: - Bachelors degree in engineering, environmental, occupational health and safety, or related discipline and a minimum of three years work experience in DOT/pipeline EH&S or closely related capacity; OR a high school diploma with 5 years work experience in DOT/pipeline EH&S or closely related capacity such as trucking/transportation with relevant experience in gas and liquid pipelines and/or fuel storage/transportation systems.
- Must have valid drivers license and be insurable under the Companys vehicle insurance policy.
- Must pass pre-employment drug test, and will be subject to random, for-cause and post-accident drug testing, in accordance with Company policies and procedures.
- Must pass criminal history background check.
- Must have a working knowledge of federal and state pipeline EH&S rules and regulations including 49 CFR 191, 192, and 195. Additional knowledge of OSHA requirements under 29 CFR 1910 and 1926 and general industry standards is preferable.
- Must have oil and gas industry and gas pipeline related experience or have an understanding of the hazards associated with gas and liquid pipelines and associated facilities.
- Specific environmental compliance experience including air quality a plus.
- Must have the ability to develop and establish database systems for tracking compliance, documents, testing, audits and status of action items.
- Knowledge in incident investigations including root cause analysis.
- Must have experience in computer software programs within the MS Windows environment including Word, Excel, Assess, PowerPoint and Project.
