This position exists to serve as the Chief Financial Officer for MNsure. This position provides direction to all aspects of budget development and administration, premium withhold revenue forecast generation, and cost allocation of expenditures. This role also leads the financial team in the management of fiscal impact, cost effectiveness, and policy and financial analyses associated with the financial operations and obligations of MNsure.
Responsibilities include: - Providing expert fiscal advice, guidance, and strategies to the Chief Executive Office and the MNsure board.
- Developing and managing MNsure's budget, financial policies, revenue forecast, cash management strategies, and financial reporting.
- Working with the MNsure board and Finance Work Group to develop MNsure's preliminary and final budgets and supporting PWH revenue forecasts.
- Working closely with colleagues within other state agencies on statewide planning budget issues.
- Coordinating the accounting of new costs or revenues to MNsure's budget resulting from legislative proposals, task forces, or advisory groups.
- Providing leadership, expertise, and data analytics to MNsure's executive and management teams to support and monitor MNsure's fiscal interests.
- Managing MNsure's finance department and purchased services from other state agencies.
Minimum Qualifications Five (5) years of leadership experience in finance, accounting, state budgeting or a closely related field demonstrating the following:
- Strong management, interpersonal skills and commitment to fostering a team environment.
- Experience demonstrating creative budgeting, problem-solving, strategic planning skills with a record of success.
- Success working in a fast-paced environment and managing multiple and complex priorities.
- Familiarity working with diverse groups of individuals with the ability to successfully manage the dynamic and differing needs, interests and viewpoints of multiple stakeholders.
- Proven strong public speaking and writing skills with the ability to convey complex information and facilitate consensus in a positive and cooperative manner to achieve objectives.
- Experience with or knowledge of financial and management information systems sufficient to manage and lead an organization deriving revenues from both state appropriations and business enterprises.
- Demonstrated experience utilizing financial and analytical skills and strong business acumen; experience carrying outgrowth strategies while maintaining the highest levels of quality and customer service.
Preferred Qualifications - Advanced degree in Business, Public Administration, Public Policy, or a closely related field OR a bachelor's degree in finance, accounting, business, or a closely related field along with a current CPA, CMA, or CFA certification.
- Experience with state legislative and budget processes as well as federal grant and cost allocation processes.
- Familiarity with the Minnesota health insurance market, including healthcare financing.
- A track record that demonstrates organizational leadership and ability to foster a good working environment, including an active commitment to Diversity, Equity and Inclusion.
- Proficiency with fostering collaboration and building strong relationships; a demonstrated history of having unified various groups toward the achievement of a common goal while maintaining the integrity and ultimate mission of a given organization.
